For our number #3 pick, we chose City Lips. With endorsement from ABC News, Goodhousekeeping, and Fox11, we had high expectations for this product. It contains 4 active ingredients though one could be a potential allergen for some. We would have liked to see details about the concentration of these ingredients but will have to be content to take the words of testimonials in order to judge this product’s effectiveness. While perusing comments on BBB (Better Business Bureau), we were disheartened to find 194 complaints in the last 3 years with many complaining about being charged incorrectly, receiving things they didn’t order, and deceptive up-sale tactics that cost the customer in the end. While City Beauty claims to have refunded each customer who complained, the issue that caused customers to spend money on things they didn’t want does not seem to have been addressed as the comments are consistent over many months. Even with these refunds, the customers still end up wasting money because the 60-day money-back guarantee does not extend to covering shipping costs.

According to the product website, this should be applied to clean and/or dry lips, twice a day. If you apply lip color afterwards, it is recommended that you wait 2-3 minutes first.

This plumping lip gloss cost $35 for 0.16 Fl Oz which is 4.9 ML which is quite affordable. However, you should be aware that when purchasing, if you are offered to buy multiple bottles for cheaper, it may not replace your order but rather add to it instead so you buy more than intended. If you choose to save money by selecting the autoship option, you should know that you must contact customer service to do so as there is no quick and easy opt-out option. When choosing City Lips, we recommend keeping an eye on your credit card statement.

Conclusion
In our humble opinion, this product just doesn’t live up to all the hype around it. Is City Lips probably an effective product? Yes. But we have to ask, at what cost? Probably not the price you intended to pay. We do appreciate that this product is backed by a 60-day money-back guarantee but it doesn’t seem sufficient when customers end up having to pay shipping to return items that they didn’t intend to order or even never ordered but received and were charged for. We were also disappointed that there is no mention of safety guidelines followed when manufacturing this product. As far as we can tell, this product wasn’t made in an FDA registered laboratory, doesn’t adhere to the cGMP guidelines, and doesn’t undergo third-party testing. The only mention of testing is that this product is not tested on animals and does not contain any parabens, phthalates, or sulfates. As you can see, this product does have some good qualities but there are some serious concerns to consider when it comes to money matters. Ultimately, the choice is yours: will you trust all the raving reviews or will you heed the warning from the honest complaints?
